A closer look at the causes and development of American "brain technology"

Nowadays, human beings have more and more control over nature, and people are increasingly thinking about "controlling their own organs" - the brain. In April 2013, the US Obama administration announced the launch of the American Brain Program. Almost at the same time (early 2013), the EU announced “Human Brain Engineering” as its “emerging flagship technology project” for the next 10 years. Subsequently, Japan and other countries have also launched their own brain plans. For a time, countries around the world began a "brain technology" competition, which was seen as a big science project comparable to the "Human Genome Project." In this context, China’s “brain plan” is also coming out.

At the end of 2016, the United States held the third annual meeting of the "brain plan." The annual meeting invited more than 500 scholars funded by the program to present their latest developments in the form of reports and posters. In addition to experts from the United States, the annual meeting also invited experts from Europe, Canada, Israel and Japan. Lu Bai, a professor at Tsinghua University, was the only scientist invited from mainland China to give an academic report and participate in the discussion. This article is Professor Lu Bai's introduction to the US "brain plan" and thinking about China's "brain plan."

The cause and development of the American "brain plan"

The "brain plan" of the United States has a wonderful beginning, which is the direction that has been found in the chaotic opposition voice of the scientific and technological circles.

In early 2012, President Obama’s Office of Science and Technology found prominent scientists in genomics, brain science, synthetic biology, and nanotechnology, hoping that they would propose a brain science program similar to the Human Genome Project. After some brewing, these scientists proposed a plan called Brain Activity Mapping (BAM), which is to draw the first by recording every action of every neuron involved in various brain activities. The detailed picture of all activities of the brain encompasses the ultimate application of changing human brain function and treating brain diseases by directly altering electrical activity in the neural circuit.

In April of the same year, Obama announced the launch of the plan based on the State of the Union address. Immediately in the US scientific and technological community caused an uproar, many scientists have expressed opposition. In the chaotic opposition voice, the opinions are mainly concentrated on two points: First, in the process of designing BAM, it has not been discussed in depth by the majority of scientists; it is only the result of a small number of experts and White House technology consultants behind closed doors. Therefore, whether the plan is feasible or not is of great significance is still debatable. Second, the White House's Office of Science and Technology Policy can decide whether to do, formulate or propose a bill, but should not decide what to do, how to do it, or participate in the management of specific science projects. The strongest objection is Cori Bargmann, a famous female geneticist who studies nematodes and Professor Rockefeller University.
